Create HR-IT Onboarding Agent Network

Create a new Agent Network project called "HR-IT Onboarding Network". This network orchestrates employee onboarding tasks by routing requests to specialized A2A agents. The broker should accept natural-language instructions and delegate HR tasks (employee info, onboarding) to the HR Agent and IT tasks (equipment lookup, assignment) to the IT Agent. Do NOT search Anypoint Exchange for agents or MCP servers — all components are external services running on Google Cloud Run and must be registered manually.
